Section 230 embodies that principle that we should all be responsible for our own actions and statements online, but generally not those of others. The law prevents most civil suits against users or services that are based on what others say.
Without Section 230, the Internet is different. In Canada and Australia, courts have allowed operators of online discussion groups to be punished for things their users have said. That has reduced the amount of user speech online, particularly on controversial subjects. In non-democratic countries, governments can directly censor the internet, controlling the speech of platforms and users.
In the forthcoming installments in this series, we will examine class action litigation in particular areas of law such as privacy, employment and competition law, and explore recent trends and developments.
Considering that the Universal Declaration of Human Rights proclaims that all human beings are born free and equal in dignity and rights and that everyone is entitled to all the rights and freedoms set out therein, without distinction of any kind, in particular as to race, colour or national origin,
States Parties shall assure to everyone within their jurisdiction effective protection and remedies, through the competent national tribunals and other State institutions, against any acts of racial discrimination which violate his human rights and fundamental freedoms contrary to this Convention, as well as the right to seek from such tribunals just and adequate reparation or satisfaction for any damage suffered as a result of such discrimination.
2. If the matter is not adjusted to the satisfaction of both parties, either by bilateral negotiations or by any other procedure open to them, within six months after the receipt by the receiving State of the initial communication, either State shall have the right to refer the matter again to the Committee by notifying the Committee and also the other State.

Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.
Both sides confirmed that they have been promoting the exchange of knowledge, information, and views on counterterrorism and security-related issues through regional and international frameworks such as the UN, the Global Counterterrorism Forum (GCTF), the ARF, the Christchurch Call, and the G7 Rome-Lyon Group. They highlighted the important role that trade and investment can play in advancing inclusive economic growth, especially for traditionally underrepresented groups in trade, including women, Indigenous peoples and small and medium-sized enterprises. They recognized the challenges to free trade principles that have arisen in recent years and resolved to strengthen cooperation to confront such challenges through implementing the actions below.

The following countries can take part in certain Actions of the Programme, subject to specific criteria or conditions (consult Part B of this Guide for the exact list of eligible countries for each specific action). Funding will be allocated to organisations in the countries within their territories as recognised by international law. Funding must respect any restrictions placed on EU external assistance imposed by the European Council. Applications have to be in line with the overall EU values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities as foreseen in Article 2 of the Treaty of the European Union.
The United States is working closely with the Canadian government and partners to combat the COVID-19 pandemic and plan for domestic and global recoveries. Recognizing the opportunity to build back better, we will work through new and existing strategies and initiatives to accelerate economic recovery of small and medium-sized enterprises, collaborate on critical minerals, and strengthen supply chain security.
Canada and the United States have committed to a bilateral initiative to address the significant amount of opioid addictions and opioid-related deaths. A joint action plan, launched in January 2020, helps in combating the trafficking of opioids through law enforcement and border security cooperation, as well as responding to the health consequences of problematic opioid use. In addition to our joint work, the United States and Canada also participate in addressing opioid concerns through the G7 and the North American Drug Dialogue.
The United States and Canada share in their support of the Fulbright Program with Canada. The Fulbright Program is a reciprocal academic exchange that provides opportunities for outstanding American and Canadian students, scholars, and independent researchers to study, lecture, and/or conduct research in the other country. In 2015, the Fulbright Arctic Initiative was launched to support scholars, researchers, and professionals from Arctic Council member countries to carry out collaborative research on public policy questions related to the unique challenges of the Arctic region. Canada participates in the 100,000 Strong in the Americas initiative, which seeks to increase student mobility between the United States and the countries of the Western Hemisphere. There are three EducationUSA advising centers in Canada, providing free information to Canadian students about study opportunities in the United States. In academic year 2020/2021 Canada was the fourth largest source of foreign students in the United States, with more than 25,000 Canadian students at U.S. higher education institutions. The United States is the sixth largest source of foreign students in Canada with approximately 15,000 students.
